Statement following attacks in Paris

Paris - November 14, 2015

The security forces have once again been called to intervene under extremely difficult conditions, and the terrorists who took position, including in a place very near here, have been killed. I want to express our admiration for all those services – doctors, firefighters, civil protection – who dedicated themselves to helping throughout the night. Many people were wounded, seriously wounded; those wounded people are shocked, shocked by what they saw. So we wanted to be here, among all those who saw those terrible things, to tell them we’re going to fight this battle, and it will be merciless, because when terrorists are capable of carrying out such atrocities they must be certain that they will face a determined France, a united France, a France that comes together and a France that will not be cowed, even though today it is expressing unbounded shock at this tragedy, which is appalling because it is barbaric.

 

Communiqué following the Council of Ministers’ meeting

Paris - November 14, 2015

The President of the Republic convened the Council of Ministers, which met on November 14 at 12 a.m. Following a report by the Prime Minister, the Minister of the Interior, and the Minister of Justice, a decree was adopted establishing a state of emergency. It is effective immediately throughout continental France and Corsica. It provides for prohibiting the movement of individuals and establishing protection and security zones.

 

A second decree was also adopted to implement strengthened measures in all municipalities of Ile-de-France. These provisions make it possible to place any individual engaged in dangerous activities under house arrest, to temporarily close entertainment venues and meeting places, to confiscate weapons, and to perform searches.

 

Furthermore, the President has decided to immediately reinstitute border controls.

The customs services have also been mobilized for this purpose.

All schools and universities will be closed on Saturday in Ile-de-France and school trips are canceled.

Hospitals have been mobilized. The Plan Blanc* has been activated.

The victims’ assistance unit of the Ministries of Foreign Affairs, Justice, and Health, working in conjunction with Police Headquarters, has been activated.

A defense council has been convened for Saturday at 9 a.m. An additional 1,500 troops have been mobilized.

The President will remain in Paris and will not attend the G20. He will be represented by the minister of foreign affairs and international development and by the minister of finance and public accounts.

*Plan Blanc: Emergency plan to deal with the sudden increase of activity in a hospital.

Information for travelers

• Border controls: President Hollande has decided to institute systematic controls at all French entry points immediately.

• These controls will be carried out at all international road, rail, air and sea border crossing points.

• Airports remain open.

• Air and rail services continue to operate.
